He was born in Manchester on 24 July 1882, the 1st son of John Robinson Oliver, a cotton-spinner, of Bowdon, Cheshire. He was educated at Manchester Grammar School (1897-1901) and achieved a 2nd class degree in Jurisprudence from Corpus in 1905. He then became a Solicitor and became a Partner in Tatham, Worthington & Co. Manchester before he enlisted in September 1914.
